Overview
With the 2023 update, NFPA 70B is now an enforceable standard that outlines how facilities must approach electrical equipment maintenance. A key component of this update is the introduction of three levels of equipment condition that guide how often inspections and maintenance activities should occur.
Understanding these conditions—and classifying your equipment accurately—is crucial for compliance, safety, and operational reliability.
What Are Equipment Condition Levels?
In NFPA 70B, equipment maintenance is no longer a one-size-fits-all approach. Maintenance intervals must now be determined based on three core factors:
- Physical condition of the equipment
- Criticality to facility operations
- Environmental and operational stressors
Proper classification allows facilities to prioritize high-risk assets and avoid over-maintaining equipment that is already in optimal condition.
The most severe of these factors defines the equipment's overall condition category. (NFPA 70B 2023, Section 9.2.2)
The Three Equipment Condition Levels
Condition 1: Like New (9.3.1.1)
Equipment in Condition 1 is considered to be in excellent working order and safe for standard maintenance intervals.
Criteria:
- Appears in like-new condition
- Enclosure is clean, sealed, and dry
- No critical issues from previous predictive maintenance
- Maintenance performed in accordance with the Electrical Maintenance Program (EMP)
These assets require minimal intervention and are typically low-risk. (NFPA 70B 2023, Section 9.3.1.1)
Condition 2: Minor Issues Identified (9.3.1.2)
Condition 2 assets are functional but show early signs of degradation or non-critical issues that could worsen if left unaddressed.
Criteria:
- Minor deviations in maintenance results compared to historical baselines
- Repairs or component replacements performed in previous cycles
- Predictive maintenance identify non-urgent issues
Proactive monitoring is required to prevent small issues from escalating. (NFPA 70B 2023, Section 9.3.1.2)
Condition 3: Requires Immediate Attention (9.3.1.3)
This classification is for equipment at high risk of failure or neglected.
Criteria:
- Missed past maintenance cycles
- Repeated issues in the most recent maintenance cycles
- Urgent actions identified via Predictive maintenance techniques, like infrared thermography.
Condition 3 assets demand urgent intervention to avoid unplanned outages or hazards. (NFPA 70B 2023, Section 9.3.1.3)
Why Equipment Condition Matters
Classifying your electrical equipment by condition allows you to strategically allocate maintenance resources, reduce safety risks, and maximize system uptime. The benefits of this framework include:
- Smarter, risk-based prioritization of maintenance.
- Enhanced system reliability through early detection and intervention.
- Compliance with NFPA 70B and applicable OSHA standards.
- Cost savings through targeted preventive measures.
Standard Maintenance Intervals – NFPA 70B Table 9.2.2
NFPA 70B Table 9.2.2 outlines standard maintenance and inspection intervals based on equipment type and condition level. These schedules serve as a baseline for compliance and should be tailored based on risk assessments and facility-specific conditions.

Developing a Condition-Based Maintenance Plan
Implementing a condition-based maintenance plan requires a structured approach. Begin by assessing and documenting the current condition of all critical electrical equipment using predictive techniques like infrared thermography, ultrasonic testing, and voltage/current analysis. Then assign each asset a condition level based on NFPA 70B criteria. Use these condition levels to determine inspection and maintenance intervals that match the specific needs of your facility.
